It is committed to using the best available, qualified, and competitive local specialty subcontractors, local operators, and local support services with experience in complex structures and wastewater projects.

Bidding Steps

All local contractors interested in the construction of the Santa Paula Water Recycling Facility, please follow these steps:

  1. DOWNLOAD AND COMPLETE the Contractor's Questionnaire:
  2. SEND the completed Contractor's Questionnaire to Layton Construction either by email or by US mail no later than November 15, 2008 to:

  3. PERC and Layton Construction will review each respondents Contractor's Questionnaire and respond with any additional questions. Qualified Respondents will be provided a draft master contract agreement outlining the terms and conditions for the proposed definitive agreement.
  4. Construction Documents will be made available on or before November 20, 2008. Qualified Respondents that have executed the draft master contract agreement will receive a Request for Proposal (RFP) to submit a formal proposal that includes, at a minimum, guaranteed schedule and guaranteed fixed price for the applicable scope of work. Instructions to Qualified Respondents shall accompany the RFP.
  5. Criteria for selection shall be based on qualifications, safety record, prior experience, ability to meet the project schedule and cost.
