Bidding Steps
All local contractors interested in the construction of the Santa Paula Water Recycling Facility, please follow these steps:
- DOWNLOAD AND COMPLETE the Contractor's Questionnaire:
- SEND the completed Contractor's Questionnaire to Layton Construction either by email or by US mail no later than November 15, 2008 to:

Phoenix, AZ 85008 - PERC and Layton Construction will review each respondents Contractor's Questionnaire and respond with any additional questions. Qualified Respondents will be provided a draft master contract agreement outlining the terms and conditions for the proposed definitive agreement.
- Construction Documents will be made available on or before November 20, 2008. Qualified Respondents that have executed the draft master contract agreement will receive a Request for Proposal (RFP) to submit a formal proposal that includes, at a minimum, guaranteed schedule and guaranteed fixed price for the applicable scope of work. Instructions to Qualified Respondents shall accompany the RFP.
- Criteria for selection shall be based on qualifications, safety record, prior experience, ability to meet the project schedule and cost.
